A useful question for me is what happens after the report is presented. I want performance information to help people understand the work, discuss what needs to change and agree on a practical next step.

A service review can contain a well-prepared dashboard and still end without a clear decision. The gap may sit in how the organization uses the measures: who understands them, who can challenge an interpretation and who is responsible for the next action.

My doctoral research includes corporate culture as one dimension of the KPI system. The questionnaire explored actionability, frequency, clarity, access to origins and context, and resistance to circumvention. These characteristics offer a practical lens for a service review.

Make the result explainable

Before debating a movement in performance, establish what the measure includes. The team should be able to explain where the number comes from, what period it covers and which operating conditions matter to its interpretation.

For example, a backlog figure in an illustrative service operation could include work waiting for a customer, work awaiting another team and work ready for immediate action. The total is informative, but the delivery decision may require those different states to be visible.

Separate what happened from what to do

A useful review moves through a sequence: the observed result, its relevant context, the interpretation and the proposed action. Making those steps explicit allows someone to challenge an interpretation without disputing the underlying count.

“The target was missed” is an observation. “We need more staff” is a proposed response. The second does not automatically follow from the first. Demand, coverage, rework, dependencies and data quality may all deserve examination before a resource decision.

Make ownership visible in the meeting

  • Measure owner: explains purpose and the approved definition.
  • Data contributor: explains sources, gaps and corrections.
  • Delivery owner: explains operating conditions and feasible interventions.
  • Decision owner: approves action within the relevant authority.

These are responsibilities, not a requirement to create four jobs. One person may hold more than one responsibility, but the team should know which responsibility is being exercised.

End with a decision record

For an agreed action, record the owner, due date, expected effect and the evidence that will be reviewed next time. If the decision is to observe the service for another period, record why and what would trigger an earlier intervention.

This keeps a recurring service meeting connected to execution. It also helps distinguish a request for explanation from an approved change to a service commitment.

What the research can and cannot tell us

Culture-related questionnaire items received a lower combined agreement summary than the relevance and iteration groups. That does not establish that culture matters less, or that it has a smaller causal effect. The groups contain different questions and different numbers of items.

The study uses a limited cross-sectional survey, including repeated area-specific responses from some participants. It cannot establish whether a change in meeting practice causes better business outcomes. The review routine described here is a management recommendation informed by the framework.

At the next review, select one exception and follow it through to the decision record. Can the team explain the number, discuss its meaning and identify who will act? That is a concrete way to examine whether reporting is supporting service management.
